Panorama for MTSS/RtI (Senate Bill 1153)

Last updated: June 23, 2026

Overview of how Panorama can support districts with identifying students for tiered support and documenting intervention plans to be shared with families.

Documenting universal supports and practices:

District partners can customize their Support Notes options to align to their MTSS framework. These notes can be helpful to reference as student support teams design the appropriate intervention goals and strategy. Examples include:

  • Student/Guardian Meetings

  • Classroom Observations

  • Call home

  • Referral to MTSS/PLC Meeting

Behavior example: incorporating core Tier 1 practices from a PBIS framework to give educators an easy way to document notable events occurring in the classroom (e.g. settings, expectations, and other classroom management practices).

Academic example: incorporating student meetings and parent meetings as Support Notes to document extra help or 1-1 meetings with students and/or families related to academic performance.

Take Action: Documenting universal supports and practices:

1) Align on the pieces of anecdotal and observational data critical to informing student supports;

2) Set expectations for the level of documentation necessary to design an effective intervention plan (i.e. what do you need to know beyond ABCs, test scores, etc.?);

3) Include Support Notes as part of the broader data review in MTSS/PLC meetings.

Identifying students for additional support:

Using filters, educators can easily sort students based on common criteria.

As an example, after each math benchmark assessment, educators can filter for students who did not meet grade level and are also at-risk of failing their math course this year.

Smart Groups: set criteria to monitor “early warning indicators” for additional support.

Static Groups: manually create groups of specific students who might be at-risk.

Take Action: Identifying students for additional support:

1) Develop “decision rules” for MTSS teams to use when reviewing student data;

2) Use filters to identify students for support, based on “decision rules” and criteria;

3) Create groups of students and share with MTSS/PLC teams ahead of the next meeting.

Creating Individual and Group Intervention Plans:

Panorama Student Success is a one-stop-shop for all of the information needed to collaborate around student support. The Student Profile captures all relevant information needed to design effective intervention plans, document progress, and communicate with key stakeholders.

Senate Bill 1153 requires that the school/district notify a parent of each child (other than a child enrolled in a special education program) receiving assistance from the district through the use of intervention strategies. These notifications must include:

  • A reasonable description of the assistance that may be provided to the child, including any intervention strategies that may be used

  • Information collected regarding any intervention in the base tier of a multi-tiered system of supports that has been previously used with the child

  • An estimate of the duration for which the assistance, including the use of intervention strategies used, will be provided.

This information can be easily exported from the Student Profile in Panorama, or shared directly with families via a secure, temporary access link. When setting up the intervention plan, educators are able to indicate:

  • Intervention type

  • Focus area

  • Tier

  • Strategy

  • Intervention start date

  • Intervention frequency

  • Program Category (eg. Accelerated Instruction)
